संख्या एफ.23(5)1/टीएफसी/डीईएस/बी.आर./57207:-राज्य के सभी प्रतिष्ठान/ व्यवसाय, जो पहले से स्थापित है या जो उद्यमी प्रतिष्ठान/ व्यवसाय स्थापित करने की इच्छा रखते है, के लिए बिजनिस रजिस्ट्रेशन नम्बर तथा मुख्य आर्थिक गतिविधि कोड राष्ट्रीय औद्योगिक वर्गीकरर्णी 2008 (समस्त आर्थिक गतिविधियाँ) के द्वारा निर्धारित करके उद्यमों का एक विशिष्ठ ढाँचा विकसित किया जाना है जो कि बिजनिस रजिस्टर के नाम से जाना जायेगा, यह सभी उप-क्षेत्रों यथा व्यापार, होटल, रेस्टोरेन्ट, परिवहन, संचार भू-राजस्व, कानूनी व व्यापारिक सेवायें उद्योग, फैक्ट्री एवं अन्य वे सभी क्रियाकलाप जो वस्तुओं व सेवाओं के उत्पादन में संलिप्त है तथा राज्य आय में योगदान देते है, के लिए होगा। जिला बिजनिस रजिस्टर जिला स्तरीय सांख्यिकीय सूचनाओं के सृजन और समय-समय पर करवायें जाने वाले सर्वेक्षणों के लिए व्यवस्थित ढाँचे के रूप में एक उपयोगी साधन होगा।

इसलिए, राज्य सरकार द्वारा बिजनिस रजिस्टर को विकसित करने के लिए सभी जिलों के उप/सहायक निदेशक आर्थिक एवं सांख्यिकी कार्यालयों में बिजनिस रजिस्ट्रेशन केन्द्र स्थापित करना आवश्यक समझा गया है। राज्य सरकार प्रशासनिक व्यवस्था के तहत बिजनिस रजिस्टर के कार्य के लिए निम्नानुसार व्यवस्था करती है:-

संयुक्त निदेशक (एन.एस.एस.) आर्थिक एवं सांख्यिकी विभाग	पदेन अतिरिक्त राज्य बिजनिस रजिस्ट्रार
समस्त जिला कलेक्टर	पदेन जिला बिजनिस रजिस्ट्रार
समस्त जिला उप/सहायक निदेशक, आर्थिक एवं सांख्यिकी विभाग	पदेन अतिरिक्त जिला बिजनिस रजिस्ट्रार

राज्य स्तर पर पदेन राज्य बिजनिस रजिस्ट्रार तथा जिला स्तर पर पदेन अतिरिक्त जिला बिजनिस रजिस्ट्रार द्वारा बिजनिस रजिस्टर से सम्बंधित सम्पूर्ण कार्य का पूर्ण रूप से पर्यवेक्षण किया जावेगा।

सभी प्रतिष्ठानों/व्यवसायों के उद्यमी राज्य के आर्थिक एवं सांख्यिकी विभाग के निकटतम जिला कार्यालय में स्वयं या ऑनलाईन http://br.raj.nic.in बिजनिस रजिस्ट्रेशन के आवेदन पत्र में विधिक नाम, व्यवसायिक संस्था का प्रकार, मुख्य व्यवसाय का पता साक्ष्य सहित इत्यादि भरकर नि:शुल्क 16 अंकों का बिजनिस रजिस्ट्रेशन नम्बर प्राप्त करके उद्यमी प्रतिष्ठान/ व्यवसाय के पंजीकरण हेतु सम्बन्धित पंजीकरण प्राधिकारी को निर्धारित आवेदन पत्र प्रस्तुत कर सकेंगे। इस अधिसूचना की जारी होने की तिथि से पूर्व पंजीकृत संस्थान भी निर्धारित प्रक्रिया से बिजनिस रजिस्ट्रेशन नम्बर प्राप्त कर सकते हैं।

अत: अब राज्य सरकार इस अधिसूचना के द्वारा राज्य के सभी पंजीकरण प्राधिकारियों और अन्य संस्थाओं जिसमें विद्युत /जल आपूर्ति प्राधिकरण/स्थानीय निकाय/ नगरपालिकायें आदि सम्मिलित हैं, को निर्देशित करती है कि वे सभी व्यवसायों/प्रतिष्ठानों का पंजीकरण/नवीनीकरण एवं सम्बन्धित कार्यों के लिये निर्धारित आवेदन पत्र स्वीकार करते समय सभी उद्यमियों से आवेदन पत्र में 16 अंकों का बिजनिस रजिस्ट्रेशन नम्बर भी समाविष्ट करावें।

यह अधिसूचना भारतीय कम्पनी एक्ट-1956 (केन्द्रीय अधिनियम संख्या 1/1956), फैक्ट्री एक्ट-1948 (केन्द्रीय अधिनियम संख्या 63/1948), शॉप एवं कॉमर्शियल एस्टेबलिशमेंट एक्ट-1958, सोसायटी रजिस्ट्रेशन एक्ट-1958, कॉपरेटिव सोसायटी एक्ट-2001, खादी एवं ग्रामोद्योग बोर्ड, जिला उद्योग केन्द्र (सूक्ष्म, लघु और मध्यम उद्यम विकास अधिनियम 2006) आदि एवं अन्य अधिनियमों के अन्तर्गत पंजीकृत होने वाले प्रतिष्ठानों/व्यवसायों पर भी प्रभावी रहेगी।

यह अधिसूचना तुरंत प्रभाव से प्रभावी होगी।

No. F 23(5)1/TFC/DES/BR/57207 :-Whereas assigning Sanstha Aadhaar Number (SAN) and Principal Economic Activity Code by National Industrial Classification-2008 (All Economic Activities) to the already established enterprises/firm or entrepreneur who wish to establish any enterprise/firm in the state is considered important to develop a frame of establishments, commonly known as Sanstha Aadhaar of all sub-sector such as trade, hotels, restaurants, transport, communication, real estate. Legal & business services, industry, factories and all other activities engaged in the production of goods and services that add value to the state income, District Business Register serve as a useful tool for creation of district level statistical information and also a establish frame for conducting sector wise surveys time to time.

Therefore, the State Government has deemed it necessary to develop Sanstha Aadhaar and establish Sanstha Aadhaar Registration Centre (SARC) in all Districts of the Deputy/Assistant Director's office of Economics & Statistics Department. Under administrative setup the State Government establish following arrangement for Sanstha Aadhaar work:-

Joint Director (NSS), Department of Economics & Statistics	Ex- officio Additional State Business Registrar
All District Collector	Ex- officio District Business Registrar
All District Deputy/ Assistant Director, Department of Economics & Statistics	Ex- officio Additional District Business Registrar

The overall supervision of Sanstha Aadhaar related work will be done by Ex-officio state business registrar at state level and Ex-officio additional district business registrar at district level.

All the entrepreneur of enterprises/firms gets 16 digit Sanstha Aadhaar Number free of cost online at http://br.raj.nic.in or by physical presence for registration from the nearest district office of Economics & Statistics, by filling up Sanstha Aadhaar Registration form which contains the legal Name, Entity Type, Main Business Address with Proof etc. Then the entrepreneur of enterprises/firms can submit prescribed application for registration with related registering authority. All the entities already registered, before issuing date of this notification is obtain a Sanstha Aadhaar Number by the prescribed process.

Now, therefore by this notification the state government is hereby pleased to direct all the state registering authorities and other establishments including electricity/water supply authorities/local bodies/ municipalities etc. to incorporate the 16 digit Sanstha Aadhaar Number on prescribed application while accepting application for registration/ renewal and for other related works by the all entrepreneurs.

This notification is applicable on Indian Companies Act-1956 (Central Act No. 1/1956), Factories Act-1948 (Central Act No. 63/1948), Shop & Commercial Establishment Act-1958, Society Registration Act-1958, Cooperative Society Act-2001, Khadi & Village Industries Board, District Industries Centre (Micro, Small and Medium Enterprises Development Act-2006) etc. and will be applicable on establishments/ enterprises to be registered under other acts.

This notification will be effective with immediate effect.
